Press Release: Electro-chlorination Systems in India gets a boost with Increasing Investments in Power and Municipal Sectors, notes Frost & Sullivan

Electro-chlorination Systems in India gets a boost with Increasing Investments in Power and Municipal Sectors, notes Frost & Sullivan

Brihanmumbai Municipal Corporation (BMC) utilizes 4,300 tonnes of chlorine, expending about INR 130 crore per year for disinfection of water

Mumbai, India – 30th November, 2011 - Electro-chlorination has been accepted globally as the most cost-effective and suitable disinfectant for water. With 72 percent of the Indian population living in rural areas, electro-chlorination will emerge as a big market to tap into, due to the pressing requirement of clean water here. The Indian Government has earmarked 20 percent of Accelerated Rural Water Supply Program funds for water quality and electro-chlorination is expected to play a crucial role in addressing the same.

Industrial investments, coupled with urban and rural water quality requirement, will make electro-chlorination an evergreen and preferred choice for water disinfection for government bodies and industries alike.

Electro-chlorination is used for polishing or disinfection of water after it has undergone tertiary treatment. The major application areas for electro-chlorination equipment in India include the power sector, cooling towers, rural water supply, municipalities, and swimming pools. The power sector, cooling towers, and municipalities generally use continuous chlorinators. They have the necessary expertise to control and efficiently manage the equipment. Swimming pools use both continuous and batch chlorinators, while in rural areas batch chlorinators are preferred. Batch chlorinators are bulky, but are easy to operate and maintain. As people in rural areas lack the necessary skills and expertise to handle complex equipment, batch chlorinators are used in these areas. Continuous chlorinators are compact, but users need the right education to understand the technology and expertise to operate and maintain them. Hence, these are used in organised sectors such as in heavy industrial segments like Power, and Oil and Refineries etc.

Electro-chlorination is an efficient and proven technology for disinfecting water from disease-causing pathogens and bacteria. Sodium Hypo Chlorite (SHC) is produced by the electrolysis of seawater. SHC is used as a chlorinating agent for disinfection. Alternatively, brine prepared by mixing salt and water could be used as raw material, and electricity as an external agent to carry out electrolysis, wherein Hydrogen and SHC is generated. The liquid SHC obtained is very corrosive to metallic materials, so plastic containers are used for storage. Onsite production or generation of SHC is a preferred option in many countries and across end-user industries.

Disease causing pathogens such as E-coli, Giardia cysts, and Cryptosprodium spores can be found in cattle faeces and come in contact with water while it seeps in ground or mixes with rainwater. Another pathogen, Legionella, is generally found in water from cooling towers, swimming pools, and domestic hot water systems. These can be effectively controlled through electro-chlorination.

Worldwide, 50 million tonnes of chlorine is produced annually, of which 2.5 million tonnes or US $1.4 billion is used for disinfection of water. Universally, it has been accepted as the best disinfectant. European countries are contemplating the use of ozone as a disinfectant for municipal water, but electro-chlorination remains the preferred technology for industrial water disinfection. Even though alternative disinfectants have several benefits, electro-chlorination has been accepted as the most preferred disinfectant for water. The reasons are:
·        Easy and cheap availability of raw materials such as salt or seawater, water, and electricity
·        Onsite easy generation of SHC
·        Can be easily controlled
·        Storage is not a problem if concentration is below 1 percent by volume

Most companies providing electro-chlorinators in India have an ISO 9001:2000 certification and abide by the Bureau of Indian Standards. The CPCB (Central Pollution Control Board) under the Water (Prevention & Control of Pollution) Amendment Act 1988 is responsible for monitoring the water quality and maintaining standards. It advices the Central Government concerning any matter related to water and air pollution and provides technical assistance to State Boards on these matters. According to a CPCB directive, chlorine concentration of less than 0.2 mg/l should be maintained at the customer's tap. Anything in excess of this limit is carcinogenic in case of prolonged use.

The major factor which restrains this market in India is the low awareness among end-user segments. As a result, the electro-chlorination market size has not grown much in the past 2-3 years as commented by industry experts.

The Brihanmumbai Municipal Corporation (BMC) utilizes 4,300 tonnes of chlorine, expending about INR 130 crore per year for disinfection of water. This reflects on the huge electro-chlorination market potential in India. Although the market is large, it has not grown much in the past few years. According to industry experts, it will take 5-10 years more for electro-chlorination to be accepted as a potential disinfection technology.

Kiran Mazumdar Shaw delivered the keynote address at the fourth edition of one of India’s largest entrepreneurial conclaves today. In her keynote address she highlighted the following points:

Key challenges to India’s continued growth

·         Not engaging the Government enough

·         Political will and vision are critical issues

·         Don’t have governance structure to assess if policies and acts are achieving objectives

·         Indians not understood about giving back enough to society

·         Youth in a hurry and want instant gratification, want to take shortcuts. They must be told that it is a long and enduring journey and they must be adequately prepared

·         We need to mute our confidence, probably we are over confident. India still needs to build a strong foundation for long term and sustained growth

On innovation:

·         We need to develop the right business delivery system to make innovation work

·         People who start with great ideas give up easily

·         Breakthrough innovation comes from wild experiments

India Urban Conference 2011: ‘Evidence and Experience’

Multi-stakeholder dialogue deepens understanding of India’s urban dynamics

Delhi, India, 22 Nov, 2011: The Indian Institute for Human Settlements (IIHS), Janaagraha Centre for Citizenship and Democracy (JCCD) and the South Asian Studies Council at Yale (Yale) released the preliminary findings from a 700 person multi-stakeholder dialogue held this week (November 17-20) in Mysore. The gathering, which brought together students, citizens, investors, policymakers, bureaucrats and academics from India and abroad, examined a series of key issues affecting the potential for India’s ongoing urban transition to contribute to sustainable, inclusive, growth. The meeting was the largest such gathering of urban experts in India and was an important step in bringing together and sharing findings between groups with deep experience and knowledge of urban economy, polity, culture, social services, infrastructure and ecological impacts among other topics.

A common theme across all the sessions was governance and India’s readiness to respond to India’s urban problems.  At a macro level, the debates surrounding the rate and level of urbanization in India, the growing but insufficient public investment in cities, the lack of attention to small and medium towns, importance of addressing the informal sector and dramatically increasing employment opportunities to address both urban and rural poverty, density levels in Indian cities, land prices, land acquisition and the peripheralization of the urban poor and vulnerable.  There was agreement on the importance of agglomeration economics and questions were raised on sustainability as India’s big cities grow larger.

Water is seen as a fundamental constraint and sanitation practices and groundwater quality were highlighted as the key problem areas. The evidence from the discussions suggest that about 70% of liquid waste remains untreated and leaches into the ground, therefore contaminating groundwater.

The critical role of political processes in focusing attention on the urban sector was highlighted.  There was a discussion around electoral reform and it was recognized that urban citizens are under-represented in the current political structure.  It was concluded that the current model of urban planning needs to be replaced by holistic planning, placing the city in the context of the region.  There is a revival of interest in town planning schemes and it was highlighted that inclusiveness should be a guiding principle for planners.  Legal, financial as well as institutional barriers to conservation and heritage activities emerged as a key highlight.

The Indian Institute for Human Settlements (IIHS) also announced the three winners of san-kranti, the national Student Urban Challenge (www.transformurbanindia.com), a unique platform to bring together young people with diverse professional and educational backgrounds and talents to work together to solve real problems and enable change in their cities. The top ranked teams, namely ChaloBEST, Taramani Thunders and Deep Blue received IIHS technical support along with implementation grants of INR 3 Lakh each for their proposals to ‘transform urban India’. Over 170 teams covering 625 student participants from across the country registered for this unique innovation-and-implementation challenge launched by IIHS in July 2011. The teams were mentored by some of the country’s leading practitioners and entrepreneurs to hone their proposals to change the city, town or neighbourhood where they are living or studying in. This provided great scope for collaboration, peer-learning and multidisciplinary problem solving.

The Mysore meeting, hosted by Janaagraha, was the second in the series of “India Urban Conference 2011: Evidence and Experience” events. The first, an academic conference held at Yale University, examined scholarship from a range of disciplines. The third, a policy conference, hosted by IIHS, held in Delhi on 22 November, will introduce some of the key facets of urban change for discussion by a group of senior leaders from the local, state and national governments, academics, the private and civil society sectors.

The conference series has been undertaken with collaboration from the Ministry of Urban Development and the Ministry of Housing and Urban Poverty Alleviation. IDFC and the Ministry of Housing and Urban Poverty Alleviation were core sponsors for the Delhi policy conference and HUDCO was an additional sponsor. Infosys has donated the use of its training facility in Mysore. san-kranti has been funded by the Rockefeller Foundation and the implementation grants by Marico Innovation Foundation and Pirojsha Godrej Foundation.
